Season 23 has already had its share of drama. The season kicked off with the introduction of a new detective in the police squad. Detective Vincent Riley (Reid Scott) joined the team after coming off a six-month suspension that nearly cost him his career.
Riley was in the midst of a messy divorce and caring for his ailing father when he overheard a police captain call Lt. Kate Dixon (Camryn Manheim) something he shouldn’t have. Riley stood up for Dixon and punched the captain, earning himself the suspension in the process. Dixon, however, was so moved by his actions that she fought hard to get him assigned to her squad in the aftermath of the suspension. The investigator is now settling into a new partnership with Detective Jalen Shaw (Mehcad Brooks).
Just as the detectives were finding their rhythm together, the district attorney’s office had a massive shake up of its own. Long-time Manhattan District Attorney Jack McCoy (Sam Waterston) announced he was resigning from his post after a high-profile rape and murder case put him at odds with New York City's mayor. McCoy decided to pursue the case against the wealthy and powerful suspect, despite the mayor’s wishes, and stepped into the courtroom one final time to find justice before saying an emotional goodbye.

In his absence, Baxter has stepped in to fill the role of Manhattan District Attorney. The prosecutor has some powerful political connections of his own and is determined to try to mend the relationship with the mayor’s office.
“A top priority of mine is gonna be to get people back on the same page,” he told Executive Assistant District Attorney Nolan Price (Hugh Dancy). “This office is part of a system and that system works most effectively when it works together, especially when it comes to my senior staff. I need to know that I have a team I can trust.”
In a February interview with NBC Insider, Odelya Halevi, who plays ADA Samantha Maroun, hinted that the new DA will bring a “totally different dynamic” to the prosecutor’s office.
“I will say, like, his character is very political and just a different dynamic. [He is] very self-assured, very confident, sort of shaking things up in the office, you know, making us question ourselves even more,” Halevi said of what to expect in the episodes ahead.
