Peter Kotsiopulos was the Director of the CIA's National Clandestine Service, but held deeper loyalties to the nefarious Cabal. Although he accused Red of bluffing about having the Fulcrum, he still attempted to have Red killed more than once - unsuccessfully. With the radical organization's exposure at stake, Cabal member Matias Solomon warned the Director that he must eliminate Red or risk the Cabal's retaliation.

Red then stole the Director's embezzled Cabal funds, in hopes of forcing him to exonerate Liz. So after Liz was taken into custody for her alleged crimes, the Director attempted to kill her (again, unsuccessfully). Meanwhile, Red assembled a team to abduct the Director. They executed an elaborate entrapment scheme, and the Director woke up on a private jet owned by the Venezuelan foreign minister. Red's master plan to exonerate Liz hinged on handing the Director over to the Venezuelan government, so he could be extradited to the Netherlands and prosecuted for war crimes.

Red called National Security Advisor Laurel Hitchin and used the Director as leverage to obtain Liz's exoneration. In turn, Hitchin asked Red to dispose of the Director, now a liability. While Hitchin held a press conference to confirm Liz's innocence, the Director was unceremoniously "dropped off," ultimately landing on the dining room table of a very confused Dutch family.
